That isn't the case on Phinigel from what I remember. /useitem only works on items you are wearing or outside of bags in a main inventory slot. I believe they tied using items inside a bag to an expansion unlock.

I just grabbed the mapfiend files for basic eq, kunark, sov, luclin, and PoP then converted them with the script included with MySEQ. If there are some zones missing/not working let me know and I can try to get them in and working when possible.
