No, skill% mods don’t stack, only the highest matters

If the ranger is decently geared/AA’d already, they should be fine in BR at 95. Even VoA or HoT group gear should be fine as long as they’re not just at autogrant level for aa’s. The level jump from 85 to 95 makes a huge difference in incoming damage

You need 73 alaran from doing full quest/mission line in either valley or argath (gets you to 70) and then a few more quests in Sarith to get to 73. Then it's 4-5 quests in beasts domain to be able to request Pups of War in Argath Can see BD prereq quests at...
