I know Akkadius and a few of the others have servers they do as well, Akk has PEQ and EZ, so I think they have a lot of various projects to manage overall and are not fully dedicated to just furthering it past the current setup. I know PEQ is the most "complete" version and they are working on getting up to Dragons of Norrath next. Omens has been the norm on PEQ for a while so for reference @Redbot content is generally multi-year before release.I was wondering this as well honestly. I was thinking a new client for EQEMU hasn't come out or (afaik) been worked on since 2015 when RoF2 came out.
I didn't really dig into it, but figured maybe the EQEMU devs either burnt out working on new clients or just couldn't progress any further for one reason or another.
I could be wrong, which is likely.

One of the fun things about Emu is custom content like Ultimate EQ or Enines Profusion. I'd love to see someone figure out how to get bigger bags working afaik they are still stuck with 10 slot maximum on bags.

It’s more about providing the client than it is about burnout. You want everyone using the same client (or a set of same clients) and you need to have a place to get that client. Originally RoF2 was chosen because it was the one distributed by Steam, which meant everyone had access to it.I was wondering this as well honestly. I agree, I think the emu servers that do custom content are the most fun. But the numbers don't lie for sure, the longest-running servers and the highest population ones (PEQ, TAKP, P99, Laz to an extent) all are some form of legit and not full custom. Granted there are many boxers, but that's true on a lot of the custom ones as well. I also think this is why they haven't had a new client. UF/RoF2 were on Steam, Titanium has a disc. So those were all stagnant clients they could work with that wouldn't be disturbed by patching if you didn't run it. I don't think there's been a source to get a stagnant client since RoF and I'd be surprised if there was another opportunity to do so in the future. I'd love it if they did, seeing Adv Loot pop over to Emu is the thing I'd like to see the most.
