Question - Way to get blood magic to wait until I'm off a med break to activate?

Is there a way to make it so blood magic will wait until my meditation break is over before popping? This is all I have so far:

Buffs3=Blood Magic|Mana|60|50

Is there a condition I can add that will recognize when my necro is on a med break?
