First you need to get quest, you get it by kill desert madmen,frantic, etc... the best place to do this is a little alter that is off the ramp up to the mobs. you go up ramp and take right till you see a stone sticking from ground loads of madmen there. After getting parchment read parchment and you get an ancient desert power. 
Second it sends you to find a desert expert. This guy can be located in majdul up stairs near tower of moon. His name is Planetologist Ahkar. He sends you to find Harshaa.
Third he can be located in Sinking Sands near Meathooks. After talking to him a group of madmen will spawn to beat you up. Kill them and talk to Harshaa. He will send you to kill The Prophet of the Desert.
Fourth you have to go back to the alter you were killing madmen at before. Kill all the groups of madmen around there after you kill all groups a group will spawn. The prophet and some friends will spawn OR a group of maniacs will spawn keep killing till Prophet spawns. The prophet is a 49 heroic ^^^ with 4 maniacs with him. Kill Prophet then go back to Harshaa.
Fifth He will freakout and then you will have to go back to Planetologist Ahkar. He will tell you to go and reserch some artifacts, but the pirates stole them. you go to dry wind island and go to the side with 2 boxes and some barrels. click the box and you will go into a zone. kill the mobs you need there is a named on boat that holds key and after you kill him there is a black chest on bat you grab. After you grab artifacts you go back to Planetologist Ahkar.
Sixth Planetologist Ahkar will tell you to go to your home town to talk to a libarian. if you are good you go to South Qeynos and head to mage tower you then talk to Libarian Dungil. If you are evil you go to north freeport to that mage tower and talk to Librarian Zabnolique. then go back to Planetologist Ahkar. (man all this running is makeing me thirsty how about you?)
Seventh Planetologist Ahkar sends you to kill the legions of Rahotep.
This is a simple yet effective way to kill the raid of Rahotep.
First of all be sure to have a high level tank and and high level healer almost slacking when the first waves spawn have a off tank kill with the raid/group and have a healer heal him with the dps swinging away. Leave one zombie up if raid/group is low on power. Once you go through the waves and then it is the high level tank and healer turn to do some dirty work, have the tank and healer hold rahotep while rest of raid be sure to kill beetles fast(reason being Rahotep drains the beetles life to heal himself). Once beetles are down everyone go on rahotep and be sure to use lots of stuns. Because the other half of raid was killing the beetles the main tank should have enough aggro by now for the DPS to use plenty of damage fast.
CONGRATULATIONS you have finished An Ancient Desert Power. You now are proud owenr of Scepter of Rahotep.
