Config - Unified Phoenix Feather ini condition

Does this seem like the appropriate way to do the new Unity feather for conditions to keep it firing before the horn and so it doesn't over lap with other players clicks? Does it even require the weave portion?

DPS1=Miniature Horn of Unity|92|Weave|Cond1
DPS2=Unified Phoenix Feather|95|Weave|Cond1

Cond1=!${Me.Song[Blessing of Unity].ID} && !${Me.Song[Grace of Unity].ID} && ${Me.PctMana} < 98

Ive been told clickies and conditionals do not require or work with weave. I took it out... its too busy to tell what's going on during an actual box crew is running, not sure if there's a difference yet.
