Question - Turning off features in Vanilla

Is there a way to turn off features in very Vanilla? For example, my SK will always Harm Touch when it is available. There are times I would like to save it for a named rather than waste on trash. Rogues always use pickpocket, which was great to skill up, but I would rather not have bags full of random stuff when I try to master loot on the Tank? Is there a way to toggle abilities on or off (or a post somewhere I missed)?
