Question - Tributes Bulwark of Honor

Returning player here trying to understand Personal Tributes. I've read online about Bulwark of Honor II. where can I find this to activate it?
I've tried personal tribute and guild, and I do not see it. =(

Developer decided that having Bulwark of Honor I and Bulwark of Honor II was silly, and combined them. It is now one line Bulwark of Honor with multiple ranks. Other tribute buffs received the same treatment.
