Problem - Tell Flash's

so I used to get a flash on my EQ in windowed mode when a tell goes off now it doesn't? I checked all my Macroquest folders and it had Flashtells=1 ? any other idea and while I'm at it I used to have the time in my chat windows now I don't? is that fixable as well? TY in advance

i play in window mode and any window that is not on top when a tell window pops up on the screen it will pop up my task bar and flash till i check it this works with or with out mq loaded

I know but I'm asking why it isn't working? I have it =1 so? aybe restart pc?
