The Sword of Thunder is used in a quest for a very VERY nice early levels tank weapon. I have had three (yes three) drop for me (and have me win, I think I've actually seen 5 drop total there) off of the knights in the first cooridor on the right off of the main room in Stormhold. I gave the first one to a friend and my 2nd and 3rd ones I've sold for 70g each. That is a lot of gold for lowbies (I promptly blew it all on collection items and bags hehe).
I guess it's possible it's luck on my part though, so someone check it out. I had all of them drop between levels 22 and 24 for me.
