Config - Stupid bard

I cant figure out why my bard is casting the same song over and over, in and out of combat, what am i missing and how can i fix this issue, it only recently started this and i haven't changed anything in my INI

I've tried multiple in the INI library, all of them are doing the same thing the only thing that i have working right now is not playing a Melee twist.. and only useing Twist what with no Dots, so i got it wroking as of now
