Shaman will prioritize casting dots/debuffs over healing main tank, even to the extent it uses canni AA before attempting to heal. Previously, the issue was the Shaman would prioritize healing over slow until I added
|always to the slow line. I turned off CastingInterruption=0 because the Shaman was getting stuck in a loop of casting dot then interrupting to heal the main tank but not actually casting heal.
