The tickets are for some instances. like Pirating Ways, one of the task updates is buy a ticket to The Open Sea and get on boat, am guessing if you don't have ticket on you, you won't get into the instance. That is unless i got wrong tickets in mind, but only ones I have seen are the 0 cost ones for the instances.
