No need, brainiac and dannuic created a built in frame limiter. You can get to it by clicking on the EQ button and going to the MacroQuest settings menu.

EQwire plugin has been replaced by the built in frame limiter. Click the EQ icon above the Marketplace > Settings > enable frame limiter.
There is also a command line option like /framelimiter or some such im sure someone will correct me if not.
