Question - Max Fishing mod? Bone rod and bait or just 7% rod?

For some reason I didnt think the mod stacked and that the bone rod was the best you can do currently at 7%

EDIT: Found it, finally. Only the highest mod works. So if you had a bait mod too, it would only work if it was greater than 7%.
