train wreck...

So you do cleric, assuming heal to late? your giving an exact %, bet thats what the heal lands at, since starting heal is 75%?

please give the most info you can.

DPS2=Petrifying Earth|90
DPS3=nnnBlood of the Unsullied|80

Start with

DPSon=2
DPSInterval=20
Drop the nnn from DPS3 and change 4 and 5 to DPS4/5=NULL as you do not need the nnn here or to duplicate dps 3 two more times.

EQBCOn=0
DanNetOn=0

How are you communicating to the toon? One or both should be 1, not zero

you should use dpson=2 and not dpson=1

3 of your dps entries (2 are duplicates) have extra "nnn" in them rendering them unused.

I would suggest turning off usemq2melee, should probably consider turning on melee if you want to be meleeing

"MedStart=95" is very unusual. This value will cause to start med as soon as mana is below 95%.
My chars have a value of 20 or even less.
With a value of 95 the cleric will start the med-routine after almost any fight.
If puller doesn't have "GroupWatchOn" and "Group Watch Check" set right, he's going to pull more mobs while cleric is in med-routine.

"Heals2=Merciful Elixir|50" I would change to "Heals2=Merciful Elixir|99|once".
Starting a heal over time at 50% health of the tank may be counterproductive, because next direct heal may land too late.

Most priests tend to use the 3 fastest heals once tank is below 95%, which means the fastest from the actual expansion, the fastest from the last expansion and the fastest from the former expansion. Doing so, you will circumvent the long recast-time of the fast-heals and fire fast-heals back to back, if needed.

For Clerics those are the Spells ending with "Remedy" if I remember well

So your first 3 Heals might be
Heals1=Merciful Elixir|99|MA|once
Heals2=Sincere Remedy|99
Heals3=Merciful Remedy|99

If "Sincere Remedy" is on cooldown because it was used recent, the second best fast-heal "Merciful Remedy" is cast, when a char is below 99%.

Instead of the tag "once" you may want to use the flag "ambush" like:
Heals1=Merciful Elixir|99|MA|ambush

This should get the cleric to cast the heal over time, while mob is approaching without waiting for the tank to get the first damage.

Some may would like to focus on tank and split the heals between tank and others like:
Heals1=Merciful Elixir|99|MA|ambush
Heals2=Sincere Remedy|99|MA
Heals3=Merciful Remedy|99|MA
Heals4=Sincere Remedy|60|!MA
Heals5=Merciful Remedy|60|!MA

in this case, the MA gets heals immediately as soon as he gets damage, while others in group will get fast-heals only if they drop below 60%

its also trying to heal npc Mobs as well for some reason

its also trying to heal npc Mobs as well for some reason
You got your Xtar stuff set up funny in the heal section. Xtarheal should be a 0/1/2. you have a 7, then you have your xtar heal list as your first 7 extended targets. I would suspect you don't have your toons set in all 7 xtarget slots and so it heals NPCs that show up in one of your empty xtar slots. see here: Xtar set up kiss wiki link

This could be your XTarHeal setting being a 7. This is a 1 or 0 toggle and if its set at 1 you set which slots on the Xtarget menu they want to heal which you have 1 through 7 so if any mobs are in those slots it will try to heal them. I've noticed it won't go through with the heal but it does try to spam it.
