I have reviewed multiple .ini files in the library, and the most important function of the chanter (MEZZ) remains a mystery to me. The entire Mezz section seems to be, MezzOn=1 (turn on mezz) and which spell. What I dont see is everything else. When conditions need to be met for the add(s) to be mezzed. I dont recall seeing anything under the XTarget or anything else. Below is a section I copied and pasted.
[Mez]
MezOn=1
MezRadius=200
MezMinLevel=80
MezMaxLevel=123
MezStopHPs=95
MezSpell=Chaotic Puzzlement
MezDebuffOnResist=1
MezDebuffSpell=Edict of Tashan
MezAESpell=Bewildering Wave|3

It would seem at first glance that the AoE Mezz wont activate unless there are 3 or more mobs, but I am not positive. And there is a single target mezz listed, but no conditions for how it is decided a mob is an add that needs to be mezzed?

All info is appreciated. Thanks
Kat

Did you check the KA mez settings on the site yet? HERE

Place single mez in MezSpell=XXX and AOE in MezAESpell=XXX|numberofmobshere and KA takes care of the rest. If you use a value of 3, it will begin using AE at 3 on xtarget, else it will use single mez. At least I think that's what you're asking =)

You touched on the subject I was discussing. apparently the mezz process relies on some internal process to determine the number of targets, rather than being defined. Ie., mezz XTarget2 and AoEMezz at XTarget3 or more. you can only define the AoE.
CWTN pointed me to KA website, I will check it out.

That was the very same site =)

It is indeed designed to be very simple as far as logic goes. For the mez section kiss follows the logic of the MezAESpell. Here is my mez section :

[Mez]
MezOn=1
MezRadius=50
MezMinLevel=40
MezMaxLevel=73
MezStopHPs=80
MezSpell=Euphoria
MezAESpell=Wake of Felicity|3
MezDebuffOnResist=1
MezDebuffSpell=Howl of Tashan

The internal logic of kiss works by first checking how many total targets are aggroed. If it is equal to or greater than what is specified on the MezAESpell then it fires off the AE Mez (in my case if there 3 or more mobs aggored then it will cast Wake of Felicity). If it is less than the number in MezAESpell then it casts the normal mezSpell (Mine is Euphoria here). So if you get 1 mob it will run normal dps. 2 Mobs it Will fire off Euphoria on the second mob and while it is mezzed will continue through dps on the main mob. If we have 3 mobs then it will fire off the Wake of Felicity first to try and lock things down and then individual Euphoria on the 2 mobs after Felicity is fired to lock them down. Assuming they are locked down with Euphoria then it goes to dps.

Indeed it was. I was unaware of that fact when I posted. The mez section was in truth not helpful, it only provided information I had already seen. The answer I was seeking was touched on by Qaldyari. It is an internal check of XTargets and is not listed on the individual toon .ini. I did not properly word the question in the OP. But I have the answer thanks to a great community. I only wish the EQ community in general would be this helpful. Anyone have a time machine so I can go back to 2000? lol.
