Well, as has been said elsewhere in Redguides, there used to be NPCs which would hand you back the item fully charged. Most, if not all of these have been nerfed now, and if there are any known ones about, people keep it to themselves. Once posted on the internet, the SOE spies find it and nerf it. You could always spend a few months handing it to every NPC in the land.
