This is Hard Gay (or "HG"), a televison personality here in japan. He is always found thrusting his hips and shouting WHOOO or HOOO (along with SAY SAY SAY!!! or other such nonsense), while La Vida Loca plays in the background.

in a typical 'scene' of his, here he tries to get into yaHOOOO's commercials over here in japan, since they're obviously infringing on his patented use of the word HOOOOO.

to top it all off, he apparently isn't gay, and has some hot wife? dunno.

Alright, I just can't stop watching this. For the longest time I could not connect with Japanese humor and it seems we have found some common ground with Hard Gay.
