Why does the program to give you 1 button guild hall teleport sometimes work and sometimes dont?

Bags full not the problem, I mean some days i walk up click the vendor i get the lil pop up with the buttons to select and some days i click the vendor and no pop up with buttons, i have to manually buy the correct token and hand it in.

On the same toons? You have to have the UI features enabled.
