First you need enough money to actually buy the horse whistle.
1) Buy your horse whistle but do NOT close the merchant window.
2) Equip the whistle and summon the horse.
3) Unequip whistle, and sell it back for the same price that you paid for it.
The horse buff stays on for 12 hours, even if you go into a dungeon. And when you come back out, you'll have your horse buff still.
There are two things that will get rid of your horse buff.
1) Deep water
2) Any illusions (turn them off)
