There is a bug with FH , sometimes you just can't get a new expedition, have to wait about 30 minutes or so. Only seems to happen after finishing previous expedition.
FH is still popular ( I still can't figure out what level 75 guys are doing there), so Sony might be introducing some delays.
Most likely explanation is that Sony is shifting resources to supporting TBS instances and has shifted older instances to crappier hardware.
