spells_us.txt located in the EQ directory contains all the spells/discs/aa's to my knowledge. It's not really in a "readable" format persay, but they're all there.

There is also an option in Excel (2016 and 365 I know has it) to pull data from a web site.
I will definitely check into this, because it would be nice to pull, spell,effects,cast time ,reuse time ECT, all into a database that can be sorted or filtered by lvl, class, rank,buff,heal,dd,dot, ect...

I've been playing around with using PowerShell to load my toons equipment into SQL and uploading their kiss ini into a table. Then do some matching to try and help upgrade their configs when leveling. I find getting the spells and aa into xls a cleaner way of doing the import. The csv file was ok just to look at, but had some problems when trying to get it uploaded into the table.
