Question - Cycling through debuffs too fast

My casters are cycling through all their spells so fast that they all interrupt. The only thing I can manage to cast is nullify magic over and over. Am I missing a setting that is interrupted they spell casts?

No one has an idea why this happens? Heals and buffs work fine, but debuffs/dps are on a constant interrupt loop.
 
I had a similar problem I posted in a thread below. Casting keeps interrupting? The way I got it working is to set TarType=0 and UseHoTT=101.

I think the TarType is messed up, but I wrote it off to the fact that I am on an RoF2 emulator server. And since the above works for me for the most part, I haven't dug into trying to figure out what is wrong.
 
Make sure you have your TankName set, have everyone on NetBots, and that they all have the following in their servername_charname.ini :
