Question - Count # of Buffs Full

Is there a way to create a condition that can tell if you are full on buffs and can't receive anymore. I have an item that buffs but it is low on the totem poll. Sometimes after leaving PoK Fully buffed and it just spams the item.
Buffs4=command:/useitem 0|Cond2
Cond2=!${Me.Buff[Shield of Torment].ID}
