There is a variable ReadBuffsTimer that gets reset to CheckbuffsTimer. At the top area of the routine it check if ReadBuffsTimer is not zero. If it is not zero it will skip buffs.
So Basically it is a 20 second pause after every time Checkbuffs is executed.
