This works any time after logging to char select screen. Also, remember where your main chat window is.

Hit your forward slash key, as if you were doing a command. Click in the general location of where your chat window was, then hit the forward slash key again. SURPRISE! Your chat window is up, and you can send tells back and forth to other players that are currently online. You can also /who all etc... and sometimes you can get into chat channels, but I've only had that happen once.
