Question - Casting useless buffs?

Should a level 125 Beastlord be casting Infusion of Spirit?

I noticed this after a recent update to RGMercs Lua (no other changes other than on/off, pause, camp, pull).

From no buffs it would start casting IoS (level 61), then Focus of Skull Crusher (current era buff) which overwrites IoS, then continue to try and buff IoS.
