Question - Can DPS always be on full burn

Is it possible to set your dps characters to always be on full burn?

You can move anything from Burn to a DPS entry.

That said you may want to use conditions to space things out or use the AE section to trigger the more powerful stuff only on bigger pulls. So you don't blow everything on the first pull and lose all those cooldowns while the puller is going for the next round.
