How do you handle buff conflicts without your characters continually trying to buff each other?

For example:
Druid buff: Blessing of Steeloak
Mage buff: Phantom Shield

The druid will buff blessing of steeloak, then mage buffs phantom shield. Druid looks and notices mage needs steeloak and the continuous cycle of buffing continues. I just removed the Phantom Shield buff from mage, but that doesn't seem like a good solution.

I did a search for help first, but nothing really came up. Anyone got a solution?
 
I use the |class tag on the buff to exempt characters that shouldn't get the buff. So for you druid I'd do Buff#=Blessing of Steeloak|class|x,y,z where x,y,z is all the shortnames of classes in your group excluding mag.
 
I generally set a condition. For example, my druid won’t cast Arcronite Blessing if the target already has Assurance, nor will my cleric cast symbol. You can use conditions in the buff section of your INI. Something like !${Target.Buff[Blessing of Steeloak].ID}
