Question - Banestrike

I am just wondering why I keep seeing Banestrike included in ini files. Are the higher ranks activated? When I look at the rank one Banestrike in the aa window it says it is passive.

Its a hold over from when banestrike was an activated ability, those ini's just haven't been updated to reflect the banestrike change.
