Okay, as if there wasn't enough different ways posted to raise melee skills.. well here's another and it's the one I use. I play 3 accounts and am always powerleving up a new toon so you find shortcuts to everything.
you need a petclass toon i/e bst/mage/nec/sham to make a pet that cons at least LB to you no more than db, (more than db and they'll likely own you). Once the pet is made simply duel them, (shammy/bst is best by the way). Have them send in their pet to attack and heal you when you get low. attack the pet. It counts as an NPC so you get all your skillups.
ADVANCED EXPLOIT
If you are playing more than one toon and have a shm/bst and you are familiar with the autobot/raiddruid macs you can set it up so the shm/bst automatically heals you and pet if either get low hps. so you can just go afk.
I know it's not ubar, but it can help in a pinch. Especially when you're trying to get the skills up on a squishy character i/e int casters.. oh and rangers.
