MadCow13 submitted a new resource:

115 Mage TOV - Combination of SA_krycek and jande ini

Rather new to Red guides and tried to find an INI that had the proper spells for 115 throughout, some are work in progress so I would say this is too. It is a combination of the Ini files from others.
