Is there a way to get the ranger to move out of melee range and into Range range? Keep getting that yellow spam, hes too close to use archery skills or whatever that message is. And always have to alt tab over to the ranger to reposition him.

There's no Third Spire anymore, it's just called "Spire of the Pathfinders" now.

There's tons of lines in this INI that are spells or AA no longer in the game.

I am using blusterbolt|once to move mobs away from him

If you change the following you will never have to worry about distance for auto fire, and since you already put autofire=1 in the melee section you do not need to specify it is the dps section.
DPS1=command:/stick 35 moveback|99|(enter condition number here)
Cond(enter condition number here)=!${Stick.Active} && ${Target.Distance} < 35
