This change goes along with the eqbcs server I posted ealier. The new server is not required, but if you want better connection handling it is.
Changes from last posted version:
- Added /bcaa to run a command on all including yourself
- Added OnWriteBC functionality so other plugins can block eqbc messages, this is used in a plugin I will post later
- Added better connection handling (checking ping messages)
