Added ability to only buy port spells

Added the ability to (via checkbox) only purchase and learn port spells, for all you power leveled druids and wizards who don't necessarily want to fill your spellbooks with everything else

General Fix and QOL

:fix Fixed the slider bars so they properly set the levels you're supposed to scribe
:doc Set the UI to open by default, however it is still no longer required. Note: There are still settings that are in the UI that do not have commands yet.
:fix Fixed the Paladin Tome vender in POK to start being visited at level 51 rather than level 1
:doc added an informational to the the start of scriber so you can see how to use the typed commands
