Partial revamp of rotations to better account for the differences between the Live/Emu and Laz Environments.
* Adjusted conditions and settings for defensive and emergency rotation and ability use.
* Added conditions to the Hate Tools rotation and moved AE Hate Tools into their own rotation.
* Rolled the weave rotation into the Combat rotation due to small number of entries.
* We will be a little more selective in when we use Epics or OoW chests.
