V3 - Logic fixes

Realized that I could accomplish it even more elegantly. Character count dropped from 970 to 673 and I haven't run into any hitches!

V2.0 - Logic

Now with better logic.

Version 1.0's Subs were 2416 characters. Version 2.0 accomplishes the same thing better with 970 characters.
Every time ${DELAY} lapses your PLees will look for defined lower level characters and give up their spot in the group to them.
