It was fresh installs of isBoxer, Inner Space, Very Vanilla (MQ next), and the lazarus client. Literally everything. Once I set them to run as admin, it worked.
Possibly a wonky windows setting I have? Not sure.

When I do a standalone load I am able to see my MQ window and plugins and everything looks normal.

Well to be honest I don't know how to construct a melody within modbot at all. To put it simply, if my modbot ini has 4 AB's and 2 AD's, "how do I tell modbot which songs to play"? I can obviously get it to work with a simple 4 song melody when they are all in the AB section and AD is empty...

I thought what you were suggesting is that ${Target} is not reliable because the macro was typically switching targets. I responded to indicate that that should not be happening... During typical combat, the beastlord does not switch targets except to refresh fero.
