How do we become a QA user?

My Open/Close Toolbar & Live BC Toggle widgets seem to have gotten stuck in the middle of the screen & I can't figure out how to move them to the edge. I already tried unlocking the hotbar. How do you move these widgets?

May be I missed it, but is there a way to turn off click through on the hotbar? Many times it targets a dead body in the game when I click a button, which causes my healer to try to heal a dead body.
