Not sure about that. I used this place to 6 box through those levels didn't have too much trouble. Then again I was mostly camping crocs along the shore easy to single pull and have minimal aggro.

From 85ish to about 100, Fungal Forest. It's a big open zone with mostly animal type mobs that are easy to single pull. Lastly, like most Underfoot zones, it is a complete ghost town and I can probably count amount of people I see visit in a week on one hand. You can also do Feerot the Dream...
