Weird my twisted chance never fires after frenzied stabbing is over

Is it possible for me to change my setting where on burns after frenzied stabbin is over the rogue will use twisted chance then executioner ?

is there a reason this never works for me no matter what item i put in it just says "waiting until more spawn"

when i was in pok i was able to see the extra UI window with the abilitys but i zoned the window poofed and ive tried the /reload command but it does nothing. any help with this ?
