What changes how many FPS background windows get?

What controls how much FPS that background game windows can use? I am six boxing on an absolute monster from a hardware perspective, and things like chase and overall KissAssist activation seem dramatically delayed on every window but the active one. If hardware isn't an issue (RTX 3080, 32 GB RAM, etc) I think it has to be whatever is keeping the primary window at 60 FPS and limiting background windows to 30 FPS. Is there a way to bump everything up to 60 or 120 FPS?

Side note: The link to the Discord isn't working.

stop living in the past and update to MacroQuest "Next" and run frame limiter. You will be able to run an INSANE more amount of toons

you should also ensure you have your eqclient.ini all entries of "CPUAFFINITY" set to "=-1" that is "equals negative one"

^ watch that

Thanks for the assist, Sic. At your recommendation, I went out and got MQNext, did the migration, set the eqclient.ini CPUAFFINITY seeings to all "=-1", then loaded my profiles to make sure I still had the functionality from before, EQ Button -> MacroQuest -> FPS Limiter, did the recommended settings. Chase seems to have improved, though FPS Limiter is not reporting the overall framerate I would expect to see, though I know that EQ is far from the most optimized title out there. Do you think I would see a performance improvement if I integrated MQNext with an ISBoxer window layout?

no, but if you're running isboxer make sure they're not hijacking things like core locking and frames (even if you think they're not, check)
