Bug - Wand of Pelagic Modulation wont summon

Nothing happens, I know this used to work, has something changed in regards to summoned items?

is it a lore item that you have one in your house or guildhall placed?
i am unsure of what kind of item this is.

its lore, I can summon one manually tho so no issues there.
Its a self only "mana wand"

The other items I summon works flawlessly, but this stopped at some point.
