Use a rogue shroud to hide and sneak. Stand behind the aug vendors and you don't need to do any faction work.

Confirmed that even just ordinary sneak works just fine to get the type 3 augs from the vendors. If you have a character that can sneak (like a halfling) you don't even need to shroud to a rogue.
