Question - TLP Services often 1-51

[Banshee21]

So with TSS being unlocked on mischief now a lot of people are offering PL services 1-51 to group with the max level 75. Arent characters able to group with a 75 at level 50? Why not offer 1-50?

51 is where you start being able to get AA, so i think that might be it?

I guess as an additional cost bonus trying to get as much profit as possible. Makes sense.
