Config - Spell for Buff/DPS/Heals without spell loaded in gem slot

Hi,
I am looking at an .INI for a low level cleric (Lvl 25 CLE ini w/conditions for KA11). There are several buffs/dps/heals called for in the appropriate .INI sections, but those spells aren't loaded in the spell gem list. What happens? Do those spells get loaded dynamically?

In the general section, there is a setting to tell KA what gem slot to use for exactly this purpose.
