So with the help in a previous post I was able to get my bard locking down everything with mez. After plagiarizing Sic's bard setup my bard is absolutely crushing in. Super happy with how it is working out. I am running into a different problem and I think it is because I do not really understand how twistmed vs meleetwist work. I was under the impression that one twisted when in combat and not mezzing, while the other kicked up when the group fell out of combat. So here is how I have these set up.

TwistOn=1
TwistMed=9 4
TwistWhat=9 4

This is supposed to be the mana regen and selo's while in camp and out of combat.

MeleeTwistOn=1
MeleeTwistWhat=9 1 2 3 4

This is supposed to kick up selos and then melody through the haste and buffs while in combat.

BuffsOn=1
BuffsSize=20
Buffs1=Aura of the Muse
Buffs2=Rapier of Somber Notes

So what is happening is that while in combat it will do its mez, then start the melody correct. However outside of combat it just spams catana (4) a few times and then uses the Rapier of Somber Notes. Effectively refreshing that buff every 12 seconds. Any advice on why this is happening would be appreciated.
 
A bard can continuously cast one song while sitting, that is what twistmed is for.

So just use one song (chorus) in TwistMed.

However, twistmed is somewhat problematic (edge case with invis), and i leave it blank and i never used it.
 
OK I think I get it. Any idea with using Rapier of Somber Notes? I casts a buff called Symphony of Battle and I think it is casting over and over because it thinks the buff is not there since the item and spell have different names?

This would fall under "Extra Buff Flags and Modifiers", "The |dual modifier allows for spells that have 2 (or more) parts".

The example there would have answered my question but unfortunatley I did not know what I was looking for.

Example: Buffs1=Talisman of Soul's Unity|Dual|Exigent Focusing

Not exactly, the Dual modifier is for where the item / spell / AA is not the same name as the resultant buff effect.
Often its used for Potions, or other clickies (epics).
So a mana potion might be Buffs1=Distillate of Clarity VI|Dual|Elixir of Clarity VI where Distillate of Clarity VI is the name of the potion, and Elixir of Clarity VI is the name of the buff effect that is shown on your character.
People often use it for AA that have multiple effects i.e. Phantasmal Unity but just test for Polyiridescent Rune and not for Mastermind's Rune.
Buffs2=Phantasmal Unity|Dual|Polyiridescent Rune

In your case you have the clicky Rapier of Somber Notes and are testing to see if the effect Symphony of Battle lands
Buffs1=Rapier of Somber Notes|Dual|Symphony of Battle
The clicky was being cast over and over because without the modifier it was looking for a buff effect called Rapier of Somber Notes.
