Question - Shaman Casting Conditions

I have two questions surrounding conditions, and specifically for casting Turgur's Swarm from my Shaman.

1. This appears to work to trigger casting of Turgur's Swarm AA, but Turgur's Diminishment can land and the Turgur's Insects portion (the actual slow) can be resisted. So there is a chance for this condition to be true and while the Target is not actually slowed. This means this Condition won't trigger another cast of Turgur's Swarm.
DPS1=Turgur's Swarm|100|debuffall|slow|Cond5
Cond5=${Target.BuffsPopulated} && !${Target.Buff[Turgur's Diminishment].ID}
I thought to myself maybe I can just modify the above condition to look like this and my Shaman will attempt to recast Turgur's Swarm since I am checking for the slow portion instead of the weakness portion. I was very much wrong and he actually never attempts to cast Turgur's Swarm.
Cond5=${Target.BuffsPopulated} && !${Target.Buff[Turgur's Insects].ID}
Perhaps I am thinking about this the wrong way in my INI file about how to have him continue to cast Turgur's Swarm until the actual Slow portion lands. If I am doing this wrong then my second question may be a moot point.

2. I don't think I am comprehending how to make sure my Shaman continually casts his Slow Debuff (Turgur's Swarm AA or Turgur's Insects Spell) until it lands. See Question 1 for details of how I'm trying to accomplish this.

does your tank have a slow belt? my experience is that unless i use the |always tag on turgur's, if the tank belt procs before the shm gets turgur's on, then the shm won't cast turgur's.

the wiki talks about it:

Slow/tash/malo/crip tag - is used to check mob for the current TYPE of debuff, and the "always" tag is used to know if to overwrite the current TYPE debuff.

Always tag - Be careful when using the always tag, because this could cause your character to spam that debuff, if your spell will not overwrite an existing debuff already on the mob.

for the sake of science, i tried your condition on my shm like so:

Cond11=!${Target.Buff[Turgur's Insects].ID}

this worked. (w/ a tank w/ a slow belt)

i've seen a lot of people use:

!${Target.Slowed.ID}

i think this covers the whole range of slows from belts, bl, and enc, but i don't have any experience using it myself. you wouldn't need an always tag with this, because, well, you wouldn't always cast turgur's (which offends me on a personal level, but that's neither here nor there)
 
@timmy great solution. Can you extend it to not be repeated when the target is slow-immune?

i can't. lol! i'm guessing--and i'm not being sarcastic, i really am guessing--this is why i use a diminishment check instead of a turgur's check w/ the |always tag. w/ malo, diminishment always lands. or at least it seems to.

some very quick searching though seems to indicate that ctaylor is already on top of the problem w/ a slow immune mob.

Thank you for the response. Yes I have an SK with a Crippling Belt. I must have missed the ALWAYS flag when reading through the Kiss Assist Wiki. It is a lot of information to try to absorb in a short amount of time. I will update my INIs when I get home from work today and try it out.
