Problem - Ranger 125 repeatedly casting Cloak of Needlespikes onto groupmember having it

Ranger, after starting RGMercs, continues to mem Cloak of Needlespikes and cast it on the same groupmember, who had this spell after first cast.
I paused RGMercs and while typing here, I unpaused RGMercs.
After unpausing behavior changed and Ranger continued his intended buff-sequence casting "poisonous Arrow" on himself.
Finally he stopped casting.

Seemingly somehow he "hung" in its buffsequence maybe somehow not recognizing the spell "Cloak of Needlespikes" landed on the intended target.

When going to start your eq-sessions and maybe run into the citchen in order to prepare a can of coffee while your chars logging in, it could seem odd, if someone notice, a char is chaincasting same spell in the GL.
What is the best way to launch RGMercs paused?
